VoC Certificate (Inspection And Verification Of Conformity Program)in Coate D'Ivoire For Customs Clearance

New rules since 2018.apr.16 (loading on board or issue bill date), The Republic of Côte d'Ivoire, La République de Côte d'Ivoire  begining to implementation of product conformity assessment service VoC (Inspection and Verification of Conformity Program)


The new regulations regulated by Côte d'Ivoire cover a wide range of products, covering almost all imported conventional goods, except for the following products:

·  Gold and other precious metals

·  Precious stones

·  Explosives, weapons, ammunition and other war material intended for thenational armed forces and to the police force

·  Live animals

·  Fresh Fish, vegetables and fruit

·  Plants and floricultural products

·  Impressed and developed cinematographic films

·  Newspapers and periodicals, stamps items or tax, stamp paper, banknotes,check books, passports

·  Personal effects and used household objects

·  Used cars

·  Postal Parcels

·  Raw or partially refined oil

·  Commercial samples

·  Supplies to the diplomatic and consular missions or internationalorganizations, imported for their own needs/use

·  Imported goods and equipment for oil and mining operations

·  Imports related to free regimes

·  Raw products and traditional handicraft of community origin



What is compliance certification?


The Verification of Conformity (VoC) is the most common technology mandatory certification in Africa and has now been extended to most sub-Saharan African countries. Only by obtaining a certificate of conformity, the importer can clear the goods in the country of destination (land) and obtain the goods.


Many countries in Africa have different names for VoC compliance certification. For example, SONCAP in Nigeria, CBCA in Zimbabwe, and PVoC in East Africa have caused confusion among many traders.



At present, countries that have adopted conformity certification in Africa include Côte d'Ivoire, Algeria, Nigeria, Egypt, Ethiopia, Kenya, Tanzania, Uganda, Zimbabwe, Botswana, Zambia, Gabon, Ghana and Guinea, etc. involving food, chemical, textile, electronics and machinery. Multiple categories.


From the perspective of international trade, compliance certification can be regarded as a reasonable technical barrier to trade in Africa. In Africa, conformity certification is established by the government and corresponds to the national standards bureau. Products imported into the country must first meet the product quality standards and national standards under the conformity certification.

The

Chinese traders export their products to African countries that have compliance certification requirements. Before shipment, they must obtain a locally-accepted conformity certification certificate through a qualified third-party testing and certification organization. Later, with this certificate, customs clearance was conducted at the export destination.
